O governador em exercício Darci Piana apresentou nesta sexta-feira (10) o edital de licitação para a construção do Parque Tecnológico da Saúde de Maringá. A iniciativa é coordenada pelo Instituto de Tecnologia do Paraná (Tecpar) e visa atrair empresas especializadas para a pesquisa e desenvolvimento de produtos de ponta na área da saúde, como medicamentos e vacinas.
O plano de implantação do parque foi apresentado para a comunidade empresarial da cidade, em evento no Conselho de Desenvolvimento Econômico de Maringá (Codem), detalhando como será a futura infraestrutura do parque tecnológico.
Segundo Piana, a iniciativa mostra a importância do alinhamento entre o setor público e o setor privado para o desenvolvimento de pesquisas e produtos na área da saúde. “Mais uma vez estamos vendo sair do papel um sonho que se arrastava há anos. Vamos ter grandes laboratórios aqui produzindo vacinas e medicamentos. Este tipo de parceria é um exemplo para o Brasil, que vai ajudar a ampliar o atendimento de saúde à população, com avanço de pesquisas e barateamento de medicamentos”, disse o governador em exercício.
O edital prevê a licitação das obras para implantar a infraestrutura do parque tecnológico, o que inclui o asfaltamento e cercamento da área e a construção de um prédio administrativo e central de utilidades, dentre outras edificações necessárias para o funcionamento do parque. Por se tratar de processo licitatório, o valor do investimento permanece em sigilo até a definição da proposta vencedora com base nos critérios técnicos exigidos.
“O Tecpar cada vez mais se consolida como um dos grandes laboratórios parceiros da saúde pública brasileira, ao lado de Fiocruz, do Rio de Janeiro, e Instituto Butantã, de São Paulo. Este lançamento reforça esta vocação. Todos os ativos de ciência e tecnologia do Paraná, públicos e privados, estão animados com os frutos que os trabalhos deste parque podem render para a sociedade”, afirmou o secretário de Ciência, Tecnologia e Ensino Superior, Aldo Bona.
O edital prevê que as propostas das empresas interessadas na construção do parque sejam apresentadas até o dia 4 de junho. A previsão é que a obra seja executada em até dois anos.
“Ver este projeto avançar é motivo de muita alegria para a toda a comunidade paranaense, especialmente para o povo de Maringá. É um sonho da cidade, que há muito tempo planejava este empreendimento, que muito em breve vai se realizar”, afirmou o secretário de Indústria, Comércio e Serviços, Ricardo Barros.
REFERÊNCIA – De acordo com o diretor-presidente do Tecpar, Celso Kloss, as atividades do parque farão de Maringá um polo de referência no País na pesquisa em saúde e no desenvolvimento de produtos. “Hoje, o Brasil importa mais de 50% daquilo que é utilizado no setor de saúde, como medicamentos, fármacos e equipamentos. Com esse projeto, estaremos menos dependentes de produtos e insumos de fora”, disse.
O espaço, que ficará em um terreno transferido pela Prefeitura de Maringá ao instituto, deverá atrair empresas ligadas à produção de produtos médicos e farmacológicos, em uma estratégia alinhada ao Governo do Estado e que fortalece o Sistema Único de Saúde (SUS). “É uma parceria que nos orgulha muito. Ele ficará em uma área de 100 mil metros quadrados, que vai abrigar empresas que vão colaborar muito no desenvolvimento de produtos e pesquisas em saúde”, disse o prefeito de Maringá, Ulisses Maia.
A escolha por Maringá também visa a interiorização da estrutura do Tecpar, com possibilidade de integração com as empresas e universidades locais. O projeto prevê a transferência de tecnologias das empresas do parque e o instituto.
FASE 2 – No evento, também foi assinado um protocolo de intenções entre o Tecpar e a empresa Astra Medical Supply para o desenvolvimento conjunto de uma planta produtora de fórmulas nutricionais. A implantação da nova unidade produtiva faz parte da fase 2 do parque tecnológico – após a instalação da infraestrutura no local, Tecpar e Astra construirão a planta.
“O Tecpar, como forma de apoio ao Ministério da Saúde na implementação da Estratégia Nacional de Desenvolvimento do Complexo Econômico-Industrial, lançou um edital de chamamento público para se tornar um fornecedor público nacional dessas fórmulas, que futuramente serão produzidas em Maringá, com a transferência de tecnologia da empresa selecionada”, explicou Kloss.
As fórmulas nutricionais são utilizadas para alimentação de pessoas com Alergia à Proteína do Leite de Vaca (APLV), efeito adverso à saúde decorrente de uma resposta imune específica que ocorre na exposição a uma proteína presente no leite de vaca.
A plataforma de desenvolvimento industrial para formulações pediátricas, como no caso da APLV, é considerada pelo Ministério da Saúde, em sua Matriz de Desafios Produtivos e Tecnológicos em Saúde, como uma estratégia para atender a doença negligenciada e um desafio em saúde e de solução produtiva e tecnológica para o SUS. A recomendação do órgão é que haja produção de medicamentos e formulações para tratamento da população pediátrica de forma a garantir o abastecimento em nível nacional.
“Essa planta vai permitir uma produção de um produto de extrema qualidade, seguro, com um custo muito mais baixo, ou seja, muito mais acessível à população. No futuro, isso permitirá, inclusive, que o Tecpar exporte para países da América Latina”, afirmou o diretor-geral da Astra Medical Supply, José Eduardo Carnevali.
Os recursos para a construção do parque tecnológico são oriundos do Fundo Paraná de fomento científico e tecnológico administrado pela Secretaria da Ciência, Tecnologia e Ensino Superior (Seti) para o financiamento de projetos em áreas estratégicas do Paraná.
